INFORMATION ABOUT A MAJOR FIRE THAT OCCURRED ON THE TERRITORY OF THE ILE-ALATAU GNPP

ON SEPTEMBER 28, 2021, THE XVII FORUM OF INTERREGIONAL COOPERATION BETWEEN KAZAKHSTAN AND RUSSIA BEGAN ITS WORK

The forums of interregional cooperation between Kazakhstan and Russia have been held alternately in the two countries since 2003, and are an important platform for discussing areas and ways of interaction between the regions of both countries and strengthening bilateral relations.

The XVII Forum is dedicated to cooperation between Russia and Kazakhstan in the field of ecology and green growth and takes place from 28 to 30 September 2021 in an online format.

The main topics of the Forum are issues of cooperation in the field of transboundary water bodies, protection of wildlife, reduction of anthropogenic impact on climate processes and adaptation to climate change, cooperation in the field of forestry and specially protected natural areas.

Reports on the results of the implementation of the Agreement between the Russian Federation and the Republic of Kazakhstan on the prevention and extinguishing of forest and steppe fires in the border areas and further directions for improving cooperation were made by the Head of the FBU "aVialesookhrana" Nikolay Krivosheev and the Director General of the RSE "KazAviaLesoOkhrana" Arman Kesimbayev.

The speakers noted that the land state border between the countries is more than 7.5 thousand kilometers. A zone of joint protection of forest and steppe areas from fires with a width of 10 kilometers has been established along the border on the territory of each neighboring state.

As part of the implementation of the Agreement, an operational exchange of information on the forest fire situation, on emerging wildfires in a 10-kilometer zone is carried out through regional dispatching services; exercises are being conducted to work out joint actions in responding to fires in border territories; measures are being carried out for the fire-fighting arrangement of border zones, as well as explanatory work is being carried out with the population in the field of fire safety.

In addition, in 2020-2021, the FBU "aVialesookhrana" trained 81 employees of the RSE "KazAviaLesoOkhrana" at professional training courses for the qualification "Instructor of paratroopers-firefighters" in the specialties "Paratrooper-firefighter" and "Pilot-observer of civil aviation".

The parties stressed that in order to further improve cooperation in countering natural cross-border fires, it is necessary to develop a simplified procedure for the rapid transition of forest fire units involved in the elimination of forest fires across the state border within a 10-kilometer zone; conducting comprehensive practical exercises to work out interaction in border areas when extinguishing cross-border wildfires.; continuation of cooperation in the field of training highly qualified specialists and further exchange of experience in fire prevention and extinguishing.

XVII FORUM OF INTERREGIONAL COOPERATION OF KAZAKHSTAN AND RUSSIA: THE PARTIES DISCUSSED ISSUES IN THE FIELD OF FORESTRY, WILDLIFE AND PROTECTED AREAS

On September 29, 2021, on the eve of the XVII Forum of Interregional Cooperation of Kazakhstan and Russia, together with the Russian side, a panel session on the topic was held online: "Animal and plant world".

Within the framework of this panel session, the Parties discussed issues related to extinguishing transboundary forest fires, combating pests and forest diseases, and the Altai transboundary reserve. The issues of conservation of the Caspian seal population were also discussed. The results of research in this direction within the framework of joint programs of Kazakhstan and Russia were presented.

The panel session was attended by more than 100 leading experts of the two countries in the field of protection, reproduction and use of the animal and plant world, as well as specially protected natural areas (protected areas).

Following the results of the panel session, the following recommendations were developed:

On extinguishing cross-border forest fires:
To exchange forest management data between forest owners of adjacent territories for forest plots in a strip up to 10 km from the state border line.
Perform flights on forest aviation operations in the serviced territory of the forest fund up to a strip 200 meters wide from the border line with the Russian Federation and 2000 meters with the PRC (in accordance with the Law on the State Border).

To conclude agreements on assistance in the elimination of fires in adjacent territories and the exchange of information about emerging fires.
To protect the forest from pests and diseases:
Meetings, conferences and seminars on the exchange of experience in the organization of measures and management of forest pest control in border areas.

On cooperation in saiga conservation:
Exchange of data on monitoring the saiga population, their movement across the border with the determination of the number of animals being moved.
Provision of ecological corridors on migration routes for unhindered border crossing by wild animals.
Performing flights to protect saigas in border areas.
Exchange of experience in ensuring the fight against poaching.
To preserve the population of the Caspian seal: To develop a scientifically based system of measures for the protection of the Caspian seal, including a network of protected areas of various categories in the Northern and Middle Caspian.
To form a unified database on the peculiarities of the biology of the Caspian seal, based on the results of scientific research and monitoring data.
To attract companies in the oil and gas industry to support scientific work on the study, conservation and rehabilitation of the Caspian seal.
The parties also reached an agreement on the continuation of joint research.

On September 29, 2021, specialists of the Zhambyl aviation department, together with a representative of the Moyinkum KSU, conducted a flyby of the protected area in order to monitor compliance with environmental management rules and identify violations of environmental legislation. No violations of environmental legislation were detected during the air patrol.

On September 27, 2021 , during the air patrol of the territory protected by the Taldykorgan aviation department , a fire was discovered on the territory of the 21st quarter of the Korinsky forestry of the Taldykorgan KSU . The forces and means of the Taldykorgan aviation department, the ground forest guard and the emergency department were thrown into the fight against the fiery element. On September 28, 2021, it was decided to attract additional forces and means to combat the fire element. To extinguish the fire, a first-class Mi-8 helicopter with a spillway device on an external suspension was involved. ON SEPTEMBER 27, 2021, A PREVENTIVE LECTURE WAS HELD BY AN EMPLOYEE OF THE TALDYKORGAN AVIATION DEPARTMENT

On September 27, 2021, as part of the program to inform the population, the paratrooper-firefighter of the Taldykorgan aviation department Tashtakhmetov A.K. held a preventive lecture on the topic "Hazard factors in forest fires" among the employees of A.P. Milland LLP. Employees of the organization were familiarized with precautions when handling fire in the forest, actions when detecting a forest fire, actions of a lost person in the forest, compliance with sanitary standards when visiting woodlands.

On September 26, 2021, a fire was discovered in the 31st quarter of the Chernorechensky forestry of the Otradnensky KSU. Paratroopers-firefighters of the Akmola aviation department and employees of the ground forest guard with equipment were sent to the place of the fire to extinguish the fire and prevent its further spread. Thanks to the coordinated actions of all services, the fire was localized and eliminated.
