The forums of interregional cooperation between Kazakhstan and Russia have been held alternately in the two countries since 2003, and are an important platform for discussing areas and ways of interaction between the regions of both countries and strengthening bilateral relations.
The XVII Forum is dedicated to cooperation between Russia and Kazakhstan in the field of ecology and green growth and takes place from 28 to 30 September 2021 in an online format.
The main topics of the Forum are issues of cooperation in the field of transboundary water bodies, protection of wildlife, reduction of anthropogenic impact on climate processes and adaptation to climate change, cooperation in the field of forestry and specially protected natural areas.
Reports on the results of the implementation of the Agreement between the Russian Federation and the Republic of Kazakhstan on the prevention and extinguishing of forest and steppe fires in the border areas and further directions for improving cooperation were made by the Head of the FBU "aVialesookhrana" Nikolay Krivosheev and the Director General of the RSE "KazAviaLesoOkhrana" Arman Kesimbayev.
The speakers noted that the land state border between the countries is more than 7.5 thousand kilometers. A zone of joint protection of forest and steppe areas from fires with a width of 10 kilometers has been established along the border on the territory of each neighboring state.
As part of the implementation of the Agreement, an operational exchange of information on the forest fire situation, on emerging wildfires in a 10-kilometer zone is carried out through regional dispatching services; exercises are being conducted to work out joint actions in responding to fires in border territories; measures are being carried out for the fire-fighting arrangement of border zones, as well as explanatory work is being carried out with the population in the field of fire safety.
In addition, in 2020-2021, the FBU "aVialesookhrana" trained 81 employees of the RSE "KazAviaLesoOkhrana" at professional training courses for the qualification "Instructor of paratroopers-firefighters" in the specialties "Paratrooper-firefighter" and "Pilot-observer of civil aviation".
The parties stressed that in order to further improve cooperation in countering natural cross-border fires, it is necessary to develop a simplified procedure for the rapid transition of forest fire units involved in the elimination of forest fires across the state border within a 10-kilometer zone; conducting comprehensive practical exercises to work out interaction in border areas when extinguishing cross-border wildfires.; continuation of cooperation in the field of training highly qualified specialists and further exchange of experience in fire prevention and extinguishing.
