Fire and tactical exercises to work out issues of interaction in the elimination of possible large-scale forest and steppe fires on the territory of the state forest fund of the Almaty region were held on April 27, 2021, on the territory of the Karatal forestry.
The main objectives of the exercise:
1. Working out the interaction of the fire service units with the fire brigade of the Taldykorgan State Institution "Forestry" and other services of the emergency response unit for the elimination of a simulated fire;
2. Determination of the real time of concentration of forces and means;
3. Training of the personnel of the fire departments of the city and the fire-fighting formation of the State Institution "Forestry" of Taldykorgan and the personnel of the Taldykorgan aviation department to perform a combat mission in special conditions;
4. Training of personnel of the fire-fighting headquarters and combat crews, compliance with safety regulations when extinguishing steppe, mountain and forest fires.
Prior to the fire-tactical exercises, the readiness of fire-fighting equipment, fire extinguishing equipment and personnel was inspected.
According to the legend of the exercise, during the air patrol, at 11: 00, the pilot-observer of the Taldykorgan aviation department on the territory of the KSU "Taldykorgan Forestry" discovered a fire.
The pilot-observer transmits information about the fire to the forest owner's point of contact and to the republican dispatching service. To the place of fire, the landing of paratroopers-firefighters with fire extinguishing equipment is carried out from the aircraft. Paratroopers-firefighters quickly start extinguishing the south-western part of the fire. At 11: 02 a.m., the dispatcher of the Republican Dispatching Service sends a message about a fire to the central fire communication point of the Almaty region.
The forces and means of the KSU "Taldykorgan Forestry"arrive at the place of the fire. Due to the rapid spread of the fire element, a decision is made to attract additional forces and resources.
At 11: 30 a.m., the operational headquarters of the fire-fighting service on duty "GU and ASR of the Almaty region's Emergency Situations Department" arrives at the fire site, which collects, processes and analyzes data on the situation on the fire, takes into account and distributes forces and means to combat areas, and develops a plan for extinguishing.
To help the firefighters, the forces of PCH No. 3, PCH No. 4, PCH No. 1 of Taldykorgan arrive. The duty team of the center for disaster medicine and the ambulance team organize the work of the point for providing medical care.
In addition, the volunteer fire brigades of the Yerkin and Otenay rural districts arrive at the fire site. A tractor with a plow begins to plow the fire area.
At 11: 50 a.m., the simulated fire was localized in all directions, and it was not allowed to spread to the adjacent forest area.
At 12: 30 a.m., the chief of the operational headquarters of the fire fighting department announces the elimination of the fire.
Based on the results of the fire-tactical exercises, a meeting of the operational staff was held with the involvement of the heads of all functional groups, where the course of the exercises was reviewed and its results were summed up. In total, more than 50 people and more than 10 units of special equipment were involved in the exercises.
