The exercises were held with the aim of practicing the actions of officials of rural akimats, Katon-Karagai SNNP and its branches, medical services, employees of Bolshe-Narymsky, Zyryanovsky, Markakolsky, Kurchumsky forestry, Markakolsky reserve, Katunsky biosphere nature reserve, fire department number 37, voluntary firefighters formations and the Katon-Karagay aviation branch with departure to the place of possible burning, prompt involvement of forces and means in extinguishing the fire, improving practical skills in the organization and management of fire extinguishing, management of attracted forces and funds.
Prior to the fire and tactical exercises, an inspection was made of the preparedness of fire fighting equipment, fire extinguishing equipment and personnel.
According to the teachings legend, during the conduct of aviation patrols of the protected area, the pilot-observer of the Katon-Karagai aviation branch of the State Enterprise "Kazavialesoohrana" in the 83 quarter of Altai forestry, the Altai branch discovered a forest fire. After detecting a fire, the observer-pilot transmits information about the fire to the contact point of the forest owner.
From the aircraft to the place of fire, the landing of paratroopers-firefighters with fire extinguishing equipment is carried out. Having received the introductory, paratrooper firefighters quickly begin to extinguish the fire. At the same time, the state of fire is explored from the air, the prospect of its development is assessed, the spread of fire and the process of extinguishing is monitored, the alignment of forces and means along the fire perimeter is adjusted. In connection with the rapid spread of the fire element (due to strong wind and dry weather), a decision is made to attract additional forces and means.
From the forest owner, information about the fire enters the RDS, fire department number 37, the leadership of the national park, the East Kazakhstan regional territorial inspectorate.
After some time, forces and facilities of the Altai and Medvedsky forest areas, fire brigade number 37, voluntary fire formations, Chingistau, Uryl, Berel and Aksu branches arrive at the site of the fire.
Came to the rescue unit immediately enter the "battle" with the fire element. At the site of a fire, an operational fire fighting headquarters is created, which collects, processes and analyzes data on the situation in a fire, takes into account and distributes forces and means to combat sites, develops a fire extinguishing plan.
During aerial reconnaissance, the following is revealed:
- low fire, strong;
- area 5.5 hectares;
- wind of 8-9 m/s, with gusts up to 14 m/s.
An ambulance team that arrives organizes the work of a medical aid station.
In connection with the rapid spread of the fire element (due to strong wind and dry weather), the decision is made to build up forces and means.
After some time, the forces and means of the Bolshe-Narym, Zyryanovsky, Markakol, Kurchum forest farms, the Markakol reserve and the Katunsky biosphere nature reserve arrive at the site of the fire.
After a long and persistent struggle in all areas, the existing edge of the fire was stopped, work is underway to localize and extinguish individual fires.
Announced the collection of additional formations in the camp. The chief of the fire fighting operational headquarters announces the elimination of the fire.
According to the results of the fire and tactical exercises, a meeting of the operational headquarters was held with the involvement of the leaders of all functional groups, where the course of the exercise was reviewed and its results were summed up.
In total, more than 150 people were involved in the exercises, more than 15 units of special equipment and a Mi-2 helicopter.
According to the organizers of the exercise, these activities are carried out to work out the skills of extinguishing forest fires in conditions as close to real as possible, outflowing all the nuances that may arise during the liquidation of a real fire, interaction of all operational services and ensuring fire safety.
