ON FEBRUARY 22, 2023, A MEETING WAS HELD ON THE TOPIC: "RESULTS OF THE 2022 FIRE SEASON AND TASKS FOR THE 2023 FIRE SEASON"

On February 22, 2023, a meeting on the topic was held in the Akmola Regional Territorial Inspection of Forestry and Wildlife of the Forestry and Wildlife Committee via videoconference: "Results of the 2022 fire season and tasks for the 2023 fire season", with the participation of representatives of municipal State forestry institutions of the Department of Natural Resources and Environmental Management of the Akmola region and the Akmola Regional Territorial Inspectorate of Forestry and Wildlife, etc.

During the meeting, the following measures were taken and approved to prepare for the fire season:

Take note of the information "On the results of the 2022 fire season and the tasks for preparing for the 2023 fire season on the territory of the State forest Fund".

production of full houses and panels on environmental topics with indication of phone numbers of forest fire services;
creation of a reserve stock of fuels and lubricants;
ensuring stable telephone and radio communications;
ensure that the existing felling residues are burned before the start of the 2023 fire season;
to provide preventive fire-fighting measures in forests located around settlements within a radius of up to 100 meters, according to the SNiP of the Republic of Kazakhstan 3.01-01-2008 "Urban planning". Planning and development of urban and rural settlements";
to strengthen the explanatory work in the media on the prevention of forest and steppe fires;
to bring the staff number in line with the Standards for the protection of forests on forestry lands and specially protected natural territories in accordance with the norms and standards for the protection, protection, use of forest resources, forest reproduction and afforestation on the sites of the state forest fund approved by the Order of the Minister of Agriculture of the Republic of Kazakhstan dated July 20, 2015 No. 18-02/664;

in the period from March 24 to April 8 this year, to conduct readiness checks (in compliance with all sanitary standards) for the fire season of municipal state forestry institutions, environmental and forest institutions, the Akmola regional branch of JSC NC KazAvtoZhol, the branch of JSC NC KTZ - the Astana distance of protective plantings. Based on the results of the audit, determine the degree of readiness of state forest owners for the fire season of 2023 and submit information to the Forestry and Wildlife Committee by April 15, 2023;

jointly with state forest owners to organize explanatory work in the media on the prevention of forest fires and responsibility for violations of fire safety rules in forests;
according to the work plan of the Akmola regional Territorial Inspection of Forestry and Wildlife of the Committee of Forestry and Wildlife of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan for 2023, to ensure the readiness of equipment, inventory, the availability of fuel for the start of forestry work.

ON FEBRUARY 21, 2023, A MEETING WAS HELD ON THE PREPARATION FOR THE 2023 FIRE SEASON ON THE TERRITORY OF THE GLF AND PROTECTED AREAS

On February 21, 2023, a meeting was held in the Karaganda Regional Territorial Inspectorate of Forestry and Wildlife, chaired by the head of the Karaganda OTI, on the preparation for the fire season of 2023 on the territory of the GLF and protected areas.

The following measures were taken and approved to prepare for the fire season:

All forest owners were instructed to develop and coordinate plans for cooperation in combating forest fires with subordinate organizations of the Emergency Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan.
All forest owners must complete preparations for the fire season by March 19, 2023, including:
2.1 Conducting training and briefing of forest fire services on the issues of fire-fighting arrangement of the territory and extinguishing forest fires, as well as drawing up protocols for violations of fire safety rules in forests;

2.2. formation of fire brigades;

2.3 Repair of fire-fighting equipment, equipment and observation facilities;

2.4 To produce full houses and panels on environmental topics with indication of phone numbers of forest fire services;

2.5 Create a reserve stock of fuels and lubricants;

2.6 Ensure stable telephone and radio communication;

2.7 To carry out the installation of piers and dredging works for the use of spillway devices by aviation when extinguishing wildfires;

2.8 To carry out the burning of existing felling residues and controlled annealing of herbaceous vegetation in accordance with the Methodological Guidelines for the creation of protective fire protection strips on the territory of the state forest fund and adjacent territories;

2.9 To provide preventive fire-fighting measures in forests located around settlements within a radius of up to 100 meters, according to the SNiP of the Republic of Kazakhstan 3.01-01-2013 "Urban planning". Planning and development of urban and rural settlements";

2.10 Strengthen explanatory work in the media on the prevention of forest and steppe fires.

On February 17, 2023, the Zhambyl Regional Territorial Inspectorate of Forestry and Wildlife of the Forestry and Wildlife Committee of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan held a meeting on the topic "Results of the 2022 fire season and tasks for the 2023 fire season", with the participation of representatives of the Department of Natural Resources and Environmental Management, utilities state forestry institutions, national nature parks and reserves of Zhambyl region, etc.

ON FEBRUARY 17, 2023, A MEETING WAS HELD ON THE PREPARATION FOR THE 2023 FIRE SEASON ON THE TERRITORY OF THE ZYRYANOVSKY KSU

February 17, 2023 at KSU "Zyryanovskoe forestry" The UPR and RP of the East Kazakhstan Region, chaired by the head of Utepov R.A., held a meeting on the preparation for the fire season of 2023 on the territory of the Zyryanovsky KSU. During the meeting, reports on the work done during the fire season of 2022, the number and causes of forest fires were heard.

Do not forget that aviation provides auxiliary assistance to ground groups, reducing the fire hazard class. Helicopters shoot down the flames, and paratroopers-firefighters do not let it flare up again.

The principle of operation is as follows, filling the APU with water is carried out by taking water in the helicopter hovering mode from the reservoir. The spillway device has the shape of a basket and consists of a special material, a frame and a drain valve. There is a feature in the design that allows you to quickly "flood" the APU, so a few seconds are enough for water intake. The APU is attached to the helicopter on an external suspension using a cable. The drain is performed by an observer pilot using the control panel.

The practice of using these devices revealed the following problem - even 15 tons of water dumped on a forest fire are not effective enough. Gorenje on the surface stops, but the high temperature quickly dries it. A light breeze is enough, and the tree lights up again. Therefore, in addition to the APU, another system is used – SDP (Foaming Agent Addition System).

SDP is a special substance that forms foam. Upon contact with the burning surface, a "film" is formed that prevents the access of atmospheric oxygen.

The technology of extinguishing forest fires with the help of the APU is as follows... The helicopter with the APU is on duty at the airfield and is called to extinguish the fire by a patrol aircraft. The observer pilot, having received the message, analyzes it and selects a suitable reservoir closest to the fire.

To choose the tactical methods of extinguishing a fire, the observer pilot and the helicopter commander calculate the fuel refueling, the permissible load for the delivery of the amphibious fire group and cargo, and the helicopter takes off to the fire. After the landing of the paratroopers-firefighters from the air, they select a landing site for the helicopter with the engine turned off and the APU installation from the transport to the working position, after which the helicopter goes to the reservoir for water intake.

The aimed water drain is performed by an observer pilot, who sets the flight mode for the crew, indicates the edge for extinguishing. At a helicopter speed of 50-70 km / h, water is drained from a height of 15 m above the forest canopy, resulting in a wetted strip with a length of 75 to 230 m, a width of 10 to 20 meters, depending on the models of the APU. Transportation of the APU takes place on the suspension system of Mi-8 MTV helicopters.
