The start date for accepting documents from
applicants for participation in the competition is determined from the date of
placing the announcement of the competition in Internet resources - 20.09.2019.
The deadline for accepting documents is - 04.10.2019.
General qualification requirements for all
bidders:
Highest category: Secondary technical and
vocational (secondary special, secondary vocational) education in the relevant
specialty (qualification) and work experience as an accountant of the first
category for at least 3 years or work experience in the specialty for at least
5 years.
First category: Secondary technical and
vocational (secondary special, secondary vocational) education in the relevant
specialty (qualification) and work experience as an accountant of the second
category for at least 2 years or work experience in the specialty for at least
4 years.
Second category: Secondary technical and
vocational (secondary special, secondary vocational) education in the relevant
specialty (qualification) and work experience as an accountant for at least 1
year or work experience in the specialty for at least 3 years.
for category: postgraduate or higher
education;
the presence of the following competencies:
stress resistance, initiative, responsibility, customer service orientation and
information, integrity, self-development, efficiency, cooperation and
interaction, activity management.
Job Responsibilities:
1.1. Calculation and transfer of tax and
other obligatory payments to the budget, pension contributions and other
payments in accordance with the law, funds for financing capital investments.
Calculation and transfer of wages of employees.
1.2. Providing managers, creditors,
auditors and other users of financial statements with comparable and reliable
accounting information in the relevant areas (sections) of accounting.
1.3. Data processing in accordance with the
working chart of accounts for the budget program financing plan, primary
document forms used to form business transactions, as well as the forms of
documents for internal accounting, participates in determining the content of
basic techniques and methods of accounting and accounting information processing
technology, participates in conducting an economic analysis of the economic and
financial activities of the organization according to accounting and reporting
data in order to identify inside the owner reserves, the implementation of the
economy and measures for the implementation of document management, in the
development and implementation of progressive forms and methods of accounting
based on the use of modern computer technology.
1.4. Carrying out inventories of cash and
inventory items.
1.5. Prepares data on the material table,
performs work on accounting of property, liabilities and business transactions
(accounting of fixed assets, inventory, production costs, production sales,
results of economic and financial activities, settlements with suppliers and
customers, as well as for services provided), complies with financial
discipline and the rational use of resources, carries out the reception and
control of primary documentation for the relevant areas of accounting on
accounting and prepares them for accounting processing, reflects on the
accounts of accounting operations associated with the movement of fixed assets,
inventory and cash, draws up reporting costing of production costs (works,
services), identifies the sources of losses and non-production costs, prepares
suggestions for their prevention. Closes the relevant accounts.
1.6. It monitors the safety of accounting
documents, prepares them in accordance with the established procedure for
transfer to the archive.
1.7. Must know:

regulatory legal acts of the Republic of Kazakhstan in the field of labor and
accounting,
-
teaching materials on the organization of accounting of property, liabilities
and business operations and reporting,
-
forms m accounting methods,
-
the procedure for documenting and reflecting on the accounts of accounting
transactions associated with the movement of fixed assets, inventory and cash,
-
methods of economic analysis of the economic and financial activities of the
organization,
-
the rules for the operation of computer technology.
The start date for accepting documents from
applicants for participation in the tender is determined from the day the
announcement of the tender in the media is posted. Reception of documents for
persons applying for participation in the competition ends after fourteen
calendar days from the day of the announcement of the competition on the
Internet.
Documents required to participate in the
competition:
- application in the form in accordance with
Appendix No. 1 to these rules;
- application form in accordance with
Appendix No. 2 to these rules;
- autobiography (filled in personally) in the
form according to Appendix No. 3 to these rules;
- the original and a copy of the identity
document of a citizen of the Republic of Kazakhstan;
- the original and a copy of documents on
education, as well as documents confirming the passage of the nostrification
procedure or recognition in accordance with the Law of the Republic of
Kazakhstan "On Education (for diplomas issued by foreign educational institutions);
- the original and a copy of the document
confirming the labor activity, certified by the personnel services of the state
(law enforcement) body in which the candidate works.
- The original and a copy of the document
confirming the passage of military service or military training in specialized
organizations of the Ministry of Defense for the preparation of a
military-trained reserve, as well as the release or deferment of military
service in accordance with the Law of the Republic of Kazakhstan "On military
service and the status of military personnel”,
- 4x6 photo (4 pcs.)
- Health certificate in the form approved by
the order of the Acting Minister of Health of the Republic of Kazakhstan dated
November 27, 2010 No. 907 "On approval of the primary medical
documentation of healthcare organizations” (registered in the Register of State
Registration of Normative Legal Acts No. 6697).
The submission of an incomplete package of
documents is the basis for the refusal of their consideration by the tender
commission.
Citizens, at their request, provide
additional information regarding their education, work experience, professional
level and reputation (copies of documents on advanced training, assignment of
academic degrees and titles, characteristics, recommendations, scientific
publications, other information characterizing their professional activities,
qualifications).
Citizens submit the documents listed in
paragraphs 1-9 of these Rules, enclosed in the folder, deliberately or by mail
at the time of receipt of the documents specified in the announcement.
Citizens, at their request, submit the
documents listed in paragraphs 1-9 of these Rules in electronic (scanned) form
to the email address specified in the announcement.
Citizens who submitted documents for
participation in the competition by e-mail shall submit for verification the
originals of the documents listed in paragraphs 1-9 of these Rules, no later
than one business day before passing the test. If the originals of the
documents listed in paragraphs 1–9 of these Rules are not submitted, the person
shall not be allowed to the subsequent stages of the competition.
Tender participants and candidates may
appeal the decision of the tender committee to the authorized body in court in
accordance with the legislation of the Republic of Kazakhstan.
